Covid19 – Travel Advisory

Citizens of the Republic of Serbia and foreign nationals with temporary or permanent residence in the Republic of Serbia arriving from the states with unfavorable epidemiological situation, i.e. from:

  • Republic of Croatia
  • Montenegro
  • Bosnia and Herzegovina
upon passport control will be handed out written information on their obligation to report to the appropriate COVID out-patient clinic or relevant medical institution for public health in the territory they reside in, within 24 hours of the crossing of the state border.

They should report to the COVID out-patient clinic or medical institution for public health via the following web-site: www.e-zdravlje.gov.rs.

The following individuals shall be exempted from this obligation:

  • Accredited members of foreign diplomatic/consular missions and offices of international organizationс as well as members of their families, holders of special identity cards i.e. ID documents issued by the Ministry of Foreign Affairs and the General Secretariat of the Government;
  • Individuals from border areas who perform agricultural works and own agricultural land in the territory of the Republic of Serbia. On crossing the state border, they will be obliged to produce a proof of ownership of the agricultural land or the statement of the land owner certifying that the said person farms their land;
  • Individuals residing in border areas employed in the territory of the Republic of Serbia submitting proof of employment issued by their employer;
  • Flight and cabin crew on aircraft whose final destination is the Republic of Serbia;
  • Crew members engaged in international transport in order to take over or unload goods or to transport individuals to, or through the territory of the Republic of Serbia, in case of crews of:
    1. Freight motor vehicles in international road transport. In case of transit, it shall be limited to a period not exceeding 12 hours from the time of entry to the territory of the Republic of Serbia;
    2. Cargo ships transporting goods to one of the domestic ports. In case of transit navigation on international waterway in the territory of the Republic of Serbia, it shall be limited to a period not exceeding 90 hours for ship compositions and 60 hours for self-propelled vessels from the time of entry to the territory of the Republic of Serbia in case of upstream navigation i.e. period not exceeding 72 hours for ship compositions and 54 hours for self-propelled vehicles from the time of entry into the territory of the Republic of Serbia in case of downstream navigation;
    3. Commercial bus lines and international bus passenger transport, both in transit or in case the Republic of Serbia is the final or starting destination;
    4. Railway carriages and train crew, and
    5. Humanitarian convoys agreed through diplomatic channels.

The entry of foreign citizens to the Republic of Serbia has been regulated as follows in order to prevent spreading of contagious diseases to the country's territory:

- foreign citizens entering the Republic of Serbia from:

  Republic of North Macedonia
  Republic of Bulgaria
  Romania
  Republic of Croatia

are allowed to enter the Republic of Serbia if they have a negative PCR test not older than 48 hours, issued by the referent national laboratory of the country they are coming from, i.e. entering the territory of Serbia from.

The following categories of foreign citizens are exempted from the afore-mentioned conditions when entering the Republic of Serbia from one of these four countries:

  1. foreign citizens transiting through the territory of the Republic of Serbia. Transit for foreign citizens shall be limited to the period of up to 12 hours from the time of entry to the territory of the Republic of Serbia;
  2. foreign citizens who transited for no longer than 12 hours through Republic of North Macedonia, Republic of Bulgaria, Romania and the Republic of Croatia;
  3. foreign citizens with a leave to stay or permanently settle in the Republic of Serbia;
  4. crews on freight motor vehicles in international transport road traffic. In case of international freight transit by road traffic, the same shall be limited to a period of up to 12 hours from the time of entry into the territory of the Republic of Serbia;
  5. flight crew and cabin crew on aircraft with the Republic of Serbia as end destination, or transiting via international airports in the Republic of Serbia;
  6. accredited staff members of foreign diplomatic and consular missions and international organizations' offices, including their family members holding special identity cards, i.e., identification documents issued by the Ministry of Foreign Affairs and the General Secretariat of the Government;
  7. children of up to 12 years of age, if the parent, legal guardian or a person from the family household who is accompanying the child has a negative PCR test not older than 48 hours;
  8. foreign citizens carrying out international transport activities, retrieving or unloading goods, or for the purpose of transport of persons to or through the Republic of Serbia, applicable to the crews of:
    - freight motor vehicles in international road traffic. In case of transit, the same shall be limited to the period of up to 12 hours from the time of entry to the territory of the Republic of Serbia;
    - cargo ships transporting goods to one of the domestic ports. In case of transit sails along the international waterway in the territory of the Republic of Serbia, the same shall be limited to a period of up to 90 hours for ship compositions and 60 hours for self-propelled vessels from the time of entry into the territory of the Republic of Serbia for upstream navigation, or limited to a period of up to 72 hours for ship compositions and 54 hours for self-propelled vessels from the time of entry into the territory of the Republic of Serbia for downstream navigation;
    - shuttle buses and buses carrying out international transport of passengers, both in case of transits and when the Republic of Serbia is both their final and departure destination;
    - railway vehicles and train crews;
    - humanitarian convoys arranged through diplomatic channels.
  9. citizens of neighbouring countries from small-border areas cultivating land or being in possession of agricultural land in the territory of the Republic of Serbia, who are required, when crossing the state border in order to perform agricultural works, to have on them a proof of ownership of the agricultural land or a statement of the owner of an agricultural land confirming that the person in question is carrying out agricultural works at the owner's land, on the condition of reciprocity.
  10. citizens of neighbouring countries living in small-border areas who are employed in the territory of the Republic of Serbia, to whom the employer issued a document as a proof of work engagement, on the condition of reciprocity.


Foreign citizens entering the territory of the Republic of Serbia from other destinations (other than North Macedonia, Bulgaria, Romania and Croatia) are allowed to enter the Republic of Serbia in line with the hitherto procedure, i.e. they are not obliged to have a negative PCR test.
